Linda B. Backe has been providing legal support services to environmental attorneys since the 1980's, when she began working with one of the original members of the Illinois Pollution Control Board.
Ms. Backe has assisted environmental attorneys in the preparation of permit applications, regulatory filings under the Clean Air Act, Clean Water Act, EPCRA and equivalent state laws throughout her career. She has prepared and conducted Freedom of Information Act reviews in numerous state and federal environmental matters. Her experience includes researching corporate histories, regulations and case law. She provides litigation support in the preparation of answers to complaints, discovery requests, document production, including document database reviews and coding, deposition preparation and the compilation of materials for pleadings filed in state and federal courts. Ms. Backe has attended and participated in the preparation of seminars on environmental issues in air, land and water pollution areas. She has received special training in the use of internet resources for conducting research on legal matters and managing document databases. Ms. Backe also is well-versed in the proceedings of the Illinois Pollution Control Board and has assisted in the preparation of filings in rule-makings, variance, adjusted standard and site-specific rule-makings.
In the area of state and federal Superfund matters, Ms. Backe has served as Group Administrator to PRP groups, including groups whose membership includes more than 100 companies. Ms. Backe provides all of the services necessary to oversee and maintain the day-to-day needs of PRP group members. She prepares meeting minutes, manages group funds, conducts review and approvals of contractor/counsel invoices and provides status reports and scheduling of group meetings.
